Handlingen i Udkigstårnet udspiller sig i 1940’erne i Sydney, hvor de to søstre, Laura og Clare, kæmper for at finde en ny tilværelse. Deres far er død og på grund af Anden Verdenskrigs udbrud er deres kolde og hjerteløse mor rejst tilbage til sit fædreland England. Laura, som er den ældste, opgiver sine drømme og sit studie for at forsørge sig selv og Clare. Hun gifter sig med sin chef, den meget ældre Felix Shaw, som tilbyder at passe godt på de to unge kvinder.

Felix viser sig at være indbegrebet af ondskab, en mand, der ‘aldrig, aldrig smilede’. Shaw drikker og er i besiddelse af en helt afsindig vrede, som han vender mod Laura og Clare. Han er voldelig, utilregnelig og kontrollerende, og til sidst bryder Laura sammen for tyranniet. Clare, der i starten ser passivt til, udvikler styrke og modstand, hvilket til slut giver hende mulighed for at vælge friheden.

Elizabeth Harrow beskriver på mesterlig vis menneskets kamp for at holde sammen på sig selv og sin værdighed i en verden, hvor der er ufred både på de indre og de ydre fronter.

Udkigstårnet er et intenst psykologisk drama om tyrani og frihed.

Elizabeth Harrower is regarded as one of Australia's most important postwar writers, and is enjoying a recent literary revival. Born in Sydney in 1928, her first novel, Down in the City, was published in 1957 and was followed by The Long Prospect (1958) and The Catherine Wheel (1960). Her most well-known work, The Watch Tower, was published in 1966 to huge acclaim. Four years later she finished In Certain Circles , but withdrew it before publication for reasons she has never publicly spoken of. The manuscript was rediscovered recently by her publisher who felt it should be published immediately. Harrower has since received rave reviews, including comparisons with Emile Zola and F Scott Fitzgerald.
